Accounting Clerk

POSITION SUMMARY

Under the direction of the CFO, the Senior Accountant is a full-time position engaged in a leadership role providing key internal controls in the accounting and finance functions of the Agency.  This position requires the individual to perform daily and recurring accounting duties including but not limited to the Essential Duties and Responsibilities outlined below. The Senior Accountant position is an essential positions in ROME's administrative department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1.  Monitor the activities of the A/P clerk and provide directions to help ensure the receipt and payment of vendor invoices in coordination with cash management. Including weekly review of the A/P aging report and payment approval of vendor invoices.

2.  Approve requisitions entered in Great Plains (GP) by the A/P clerk, ensuring correct classification and allocation of expenses in the period the obligations are incurred.

3.  Monitor the activities of the A/R clerk and provide directions to help ensure accurate recording of revenues, the timely compilation and delivery of customer invoices / vouchers, and the timely and accurate recording of cash receipts. Including monthly review of the A/R aging report and customer notification of unpaid invoices.

4.  Assist with the smooth interaction of processes integral to managed care billing, receivables, and payables; leveraging strengths to gain energy and overcoming challenges and obstacles.

5.  Assist with payroll processing preparation for 3rd party. Including review of timecards and compilation of payroll change logs.

6.  Assist with monitoring bank activity to safeguard against unauthorized activity and ensure bank activity is accurately recorded in a timely manner.

7.  Assist in creating daily cash position reports, weekly remittance reports, and cash forecasts.

8.  Assist with the development and use of checklists and other tools to ensure the timely completion of tasks.

9.  Assist with the reconciliation of all general ledger accounts and maintenance of subsidiary ledgers and workpapers including but not limited to CAPEX / Lease schedules, pre-paid expense schedules, and expense allocation workpapers.

10.  Assist with monitoring and compliance with all business office policies and procedures, including but not limited to, standard operating procedures (SOP) for document management and retention, and workpaper standards, and assist with identifying potential compliance concerns.

11.  Assist with the financial reporting and regulatory reports such as 1099 reporting, NYS DOL multiple worksite reports, and Census reports.

12.  Provide CFO weekly status reports and assist with developing management reports.

13.  Assist with internal/external audits as needed.

14.  Maintain a positive, cooperative, and respectful attitude with all people and agencies at all times without exception is required.

COMPLEXITY OF WORK AND DECISION MAKING:

Works in accordance with policies and regulations which may require judgment, initiative, creativity and the ability to deal with complex factors and making of decisions based on conclusions for which there may be little precedent.

AUTONOMY AND ACCOUNTABILITY:

Works from general objectives (such as governmental and agency compliance standards) and broad and varying policies, procedures, rules or precedents with significant functional guidance. Review by manager focuses on achievement of the objective and not necessarily on the means, except when required to ensure compliance with regulations.

TECHNOLOGY, EQUIPMENT OR TOOLS:

Advanced skills in Microsoft Office including Teams, Excel, Word, Publisher and Outlook.  Evidence of skills demonstrated by the ability to perform all the basic functions within each program; including but not limited to maintaining a calendar, sending e-mail, creating letters as well as the ability to create and edit workbooks; including but not limited to creation of formulas, tables and graphs.  Must also be proficient in utilizing various computer systems. General office equipment is used including fax/copy/scanning machine, computer and phone system.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Work follows established practices and operating procedures with some latitude for independent judgment.  Maintains strict visual contact with work up to 100% of the time.  May occasionally lift to (35) thirty-five pounds, without mechanical assistance.  Work involves sitting, standing, driving, climbing stairs and ambulating from task to task. The noise level in the work environment is usually light.

ADDITIONAL RESPONSIBILITIES: Perform other duties as needed

EDUCATION & EXPERIENCE:

  • Associates Degree in Business Administration or Accounting, with a minimum of   two years' experience or equivalent combination of education and experience.

Or

  • A minimum of 4 years' continuous Financial reporting / accounting experience 

KNOWLEDGE, SKILLS & ABILITIES:

  1. Must possess the ability to work independently as well as collectively in a team manner.
  2. Willing and able to take directions.
  3. Knowledge of the organization of program operations
  4. Must have good demonstratable organizational skills
  5. Ability to establish and maintain effective relationships with staff, management, and the general public
  6. Proficiency in MS Word, Excel, Teams, Outlook, ADP &/or data-based software
  7. Ability to demonstrate knowledge and skills pertaining personal records, Microsoft Office, and the internet.
  8. Understanding of confidentiality and HIPAA laws regarding recipient's records and information
  9. Ability to touch type and 10-key with speed and accuracy
  10. Willingness to continuously learn and develop skills as they pertain to the needs of the agency and the position.



Wage Range: $22.00 to $24.00 per hour

37.5 hour week Monday thru Friday no weekends or holidays Paid Bi-Weekly 75 hours per pay date
